Easiest way, use ready made software, such as WinCC Flexible, iFix, Citect, Wonderware, SoftGOT etc.

But for small or simple application, just buy interface software for DDE/OPC Server, for exampler KepServerEX. Then make screen software use Microsoft Visual Basic, Delphi etc.
Or for very simple application just make by yourself, not needed to buy DDE/OPC Server.Some PLC brands already give detail information how to communicate with their PLC.
